Water damage in Scarborough: what we see most
Scarborough grew fast after the war. Neighbourhoods like Wexford, Bendale, Dorset Park, Clairlea and Cliffside filled in through the 1950s with brick bungalows and side-splits on concrete block foundations. Agincourt, Woburn, L'Amoreaux and Malvern followed in the 1960s and 1970s with larger two-storeys and townhouse blocks. Nearly all of these homes were built with clay or early plastic weeping tile and most have had the basement finished at least once, often with a bathroom and a rental suite added years later. Scarborough also has one of the largest stocks of 1960s and 1970s high-rise rental towers in the country.
Two river systems cut through the borough. Highland Creek drains the centre and empties at the lake near West Hill. The Rouge and Little Rouge form the eastern edge along Malvern and the Rouge Valley. Between them, the land tilts toward Lake Ontario and the Scarborough Bluffs, so runoff moves fast. The July 8, 2013 storm and the July 16, 2024 storm both flooded Scarborough basements in large numbers, particularly in the low-lying areas along Highland Creek and near the older sewer mains that pre-date the 1970s.
Because Scarborough is within the City of Toronto, residents can apply to the Basement Flooding Protection Subsidy Program for help with a backwater valve, sump pump and weeping tile disconnection. In the towers, the common failure is a cast iron or copper stack that corrodes and leaks into the suites below, which can affect ten or more units from a single failure point.
Basement apartments that flood first
Many Scarborough bungalows carry a legal or informal basement suite. When a sewer surcharges or a supply line fails, the tenant's kitchen, bathroom and bedroom are the lowest point in the house and take the full hit. There are two households to manage, personal belongings on the floor and a landlord policy that may treat the suite differently. Does home insurance cover basement flooding in Scarborough?
It depends on the source. A burst pipe or a failed appliance hose is normally covered. Sewer backup requires an endorsement that many Scarborough homeowners have added since 2013.
